NYCE PPO replaced the old GHI CBP plan at the start of 2026, and one of the biggest upgrades was specifically in mental health. Here’s what that means for you:
- Mental and behavioral health benefits run through the UnitedHealthcare behavioral health network, while medical care runs through the combined EmblemHealth and UnitedHealthcare Choice Plus network
- The behavioral health network expanded substantially, giving members access to thousands more providers across New York State than the old plan offered
- No referral is required to see a psychiatrist, since NYCE PPO is a true PPO plan
- You can choose in-network care for predictable, fixed copays, or go out-of-network if you prefer a provider who isn’t yet in the system
- Coverage applies whether you’re an active City employee, a pre-Medicare retiree, or an eligible dependent
For most City employees, skipping the referral requirement is a real shift from plans that gatekeep mental health behind a primary care visit first.
